Illegal immigration may be a hot-button political issue in Washington, D.C., but for U.S. Border Patrol agent Luis Rodriguez, who works on the front lines of the battle to curb illegal crossings along the U.S.-Mexico border, it is much more than a philosophical debate: It is a daily reality.


In this episode of “Power Players,” Rodriguez takes us along for a patrol on the Rio Grande, along one of the most heavily used routes by which migrants cross illegally into the United States.

“This is a spot that is well known for rocking incidents, especially once it starts getting dark,” Rodriguez warns as the boat speeds through a narrow area of the river. “They throw rocks in front of the boat going 30 mph in one direction.”


While some of the rocks are thrown by mischievous kids, Rodriguez blames some of the incidents on illegal smugglers.

“By looking at the landing we are going to see if they're any wet spots … If there are wet spots it means someone probably crossed recently,” he said. “I don't see any fresh footprints; I don't see sand disturbed that much. I just see a lot of debris, alien trash, and so I’m going to say that nothing has crossed here recently.”

And as darkness fell, Rodriguez spotted a raft crossing the river toward the U.S. side of the river in the distance. Rodriguez’s partner pulled the boat to the shore, and Rodriguez pushed through the brush to intercept the group. He found them by the shore, apparently waiting for him to find them.


The migrants, some of whom were children traveling without their parents, were mostly from Central America. Rodriguez asked them to sit along a trail, as he waited for back-up to come and pick up the migrants before taking them to a processing center in the U.S.


The threat of rock-throwing aside, Rodriguez said he’s constantly aware that someone on the Mexican side of the river may be watching -- and scouting out -- their patrol boat. Whether his boat is passing a group of kids cooling off from the 100 degree weather with a swim or a just lone fisherman – he is always on alert.

“You see out here the people fishing, there are people out here doing leisure stuff, recreational stuff, but you can’t tell the difference between someone who is doing recreational activity and someone who is doing illegal activity,” he said. “Sometimes on closer inspection, you see the people fishing don't even have lines. They’re not really fishing, they're scouting.”

Equality Maryland Executive Director Carrie Evans was among the more than 100 people who were arrested outside the White House on Thursday during a protest in support of immigration reform. Evans and thousands of others who marched from the headquarters of Immigration and Customs Enforcement in Southwest Washington earlier in the day specifically urged the Obama administration to grant visas to undocumented immigrants with children who are living in the U.S.

The advocates also called upon the White House to stop deporting undocumented children who have fled violence in Honduras, El Salvador and Guatemala in recent months.

 Civilian vigilantes at the border, members of the so-called Texas Militia, are a danger to themselves and others. Thirteen teams of perhaps fewer than 100 people are reportedly at the border “helping.”

 

LUBBOCK ONLINE (  08/22/14)--

The Border Patrol declined to comment on the encounter in Mission, referring questions to a general statement on militias released last month by U.S. Customs and Border Protection.

That statement said the agency “does not endorse or support any private group or organization from taking matters into their own hands as it could have disastrous personal and public safety consequences.”

The militia members who surprised the Border Patrol that night told agents they wanted to help with the “border crisis” and that they supported the agency’s efforts, according to a copy of the issue paper obtained by The Associated Press.

Emails sent to a website for the Texas Militia were not answered.

The spot where the incident happened is a popular smuggling corridor where a thumb of Mexican farmland pushes a deep pocket into South Texas. The canal, an earthen channel that delivers water to the city of Mission, is 6 to 8 feet deep. Immigrants who emerge from the canal have only to cross a single sorghum field to reach a road.

Americans Rally Support for Border Kids

Roughly half (49%) of Americans report hearing a lot about the growing numbers of children arriving in the United States from Central America, while 31% report only hearing a little, and 20% report hearing nothing at all.


More than one-third (36%) of Americans view the number of children now coming from Central America as a crisis, while 43% see the situation as a serious problem but not a crisis. About 1-in-5 (19%) say the situation is a minor problem.

A majority (69%) of Americans say that children arriving from Central America should be treated as refugees and allowed to stay in the U.S. if authorities determine it is not safe for them to return to their home countries. In contrast, 27% say that children arriving from Central America should be treated as illegal immigrants and deported back to their home countries.


When asked how the U.S. should respond, 7-in-10 (70%) Americans say the U.S. should offer shelter and support to children coming from Central America while beginning a process to determine whether they should be deported or allowed to stay. However, more than 1-in-4 (26%) Americans believe these children should be deported immediately back to their home country.


Majorities of Democrats (80%), independents (69%), and Republicans (57%) favor offering support to unaccompanied children while a process to review their cases gets underway. However, nearly 4-in-10 (39%) Republicans favor deporting these children immediately back to their home countries.

Majorities of all major religious groups—including white evangelical Protestants (56%), white mainline Protestants (67%), minority Protestants (74%), Catholics (75%), and the religiously unaffiliated (75%)—prefer that the government offer these children shelter and support while their cases are being decided.

More than 8-in-10 (82%) young adults (age 18 to 29) say the U.S. should offer support to these children while beginning a process to review their cases. In contrast, seniors (age 65+) are divided over whether they should be deported immediately (45%) or allowed do stay while their cases are being reviewed (50%).

Approximately 7-in-10 (71%) Americans agree with the general principle of offering refuge and protection to those who come to the U.S. fleeing serious danger in their home countries.


 There is also some evidence that the news about unaccompanied minors at the border has had a negative influence on American attitudes about immigrants generally. In early July, 55% of Americans said immigrants strengthen American society with their hard work and talents, compared to 49% today. Over the same time period, the number of Americans who believe immigrants are a burden because they take our jobs, housing and health care has increased from 35% to 42%.

Militarizing the border – at a cost of more than $12 million a month to Texas taxpayers – also sends the wrong message about the Rio Grande Valley, said Hidalgo County Judge Ramon Garcia, whose county it is where most of the immigrant youth are crossing.


"There is no public safety crisis here," he said. "These are not drug dealers. These are not terrorists. These are human beings looking for something better than what they had."


Unlike previous National Guard deployments to the border ordered by the federal government, this one is state-ordered, meaning Texas will foot the bill and the troops will only help enforce state laws. On Tuesday, Maj. Gen. John Nichols, adjutant general of the Texas Military Forces, told state lawmakers the guardsmen will staff observation posts, fly helicopter missions and back up agents of the Texas Department of Public Safety, who deployed to the border this summer.

07/31/14:  Rep. Gutiérrez is scheduled to leave this evening for a tour of the Texas border with a bipartisan group of House Members led by Rep. Steny Hoyer (D-MD) and a delegation of Senators led by Sen. Susan Collins (R-ME).  


They will tour border facilities in Texas on Friday, if they are able to leave this evening.  Rep. Joining the Congressional Hispanic Caucus as the House awaits a vote on a border bill, Gutiérrez ​ first spoke in English, criticizing Republicans’ approach to addressing the border crisis and accusing them of putting political gain over helping the unaccompanied children crossing the border. The remarks were critical, as one would expect; the furthest he went was to claim that Republicans speak about Hispanics “almost as though we are a vile, repugnant community to them that they vilify and demonize in every one of their statements.”

(Reuters) - A $694 million bill to further secure the U.S. border with Mexico, amid a flood of Central American migrants, cleared a procedural vote in the House of Representatives on Friday.

The failure to move forward with legislation aimed at coping with a surge of unaccompanied minors at the U.S.-Mexico border left Republicans unable to act on a problem that they have repeatedly described as a national crisis. As the drama unfolded in the House, the Senate also failed to advance legislation to address the immigration crisis, unable to overcome a procedural hurdle and then leaving town for five-week summer break.


 The congressional chaos ensured that President Obama’s administration will not have the resources necessary to stem the recent tide of tens of thousands of migrants from Central America, many of them children entering the United States alone, until mid-September at the earliest.


 “America did not send us here to do nothing,” said Rep. Steve Southerland II (R-Fla.), a junior member of the leadership team facing a tough November election.

Republican leaders — under pressure from Sen. Ted Cruz (R-Texas) and Tea Party allies — had added to their bill a plan to block President Obama's executive order that allows undocumented immigrants brought to the U.S. as children to avoid deportation.


As of Wednesday the current Congress had enacted 142 laws, the fewest of any Congress in 20 years at the same date, a study by the Pew Research Center found.

Rep. Steve King, an Iowa Republican who led the conservative rebellion, said GOP leaders lost support after they watered down the bills. But he said blame for the situation lies with the president.


“The House got off the message it should have been on, which is: This is a man-caused disaster, and the man who caused it is Barack Obama And we need to put the onus back on him,” he said. “We haven’t failed here. It’s the president who has set this all up. We haven’t failed. We just haven’t brought up the right message so the American people understand what is going on.”

But House conservatives, pushed by high-profile Sens. Jeff Sessions and Ted Cruz, said the measures didn’t go far enough in rolling back Mr. Obama’s previous non-deportation policies such as his Deferred Action for Childhood Arrivals (DACA) and forcing deportation of more illegal immigrants.


At root, the conservatives said no matter what they passed, they didn’t trust Mr. Obama to follow through, and feared that halting DACA in place would actually be seen as congressional approval of the policy.

Senate advances border funds as Congress prepares to leave town

 WASHINGTON--With unexpected support from Republicans, the Senate advanced a $2.7-billion emergency package to handle the influx of minors at the Southwestern border with just days remaining before Congress leaves town.

A handful of Republicans joined most Democrats to breathe new life into the Senate proposal, which was scaled back from President Obama's $3.7-billion request. Border agencies have warned they will run out of money beginning next month.

The 63-33 vote, with opposition from some red-state Democrats who face difficult reelection bids in the fall, provides momentum to congressional action to address the border crisis. A rival House GOP proposal has faltered due to Republican infighting.



Sen. Ted Cruz rallies GOP against border bill; House delays vacation

 Behind the scenes, it was Cruz, the Texas conservative with presidential aspirations, who appeared to be pulling the strings. 

  Cruz’s handiwork lighted up the telephone lines in the Capitol after an appearance on a tea party webinar. He further stoked opposition among House Republicans when he met with them privately over pizza on the eve of Thursday's vote.

As the afternoon unfolded, it became clear that House GOP leaders did not have enough support to pass the bill, and they abruptly canceled the vote.

House GOP leaders bristled at Cruz’s interference on their turf. Rep. Peter T. King (R-N.Y.) said Cruz had “hijacked” the Republican Party. Democrats jokingly referred to the senator as “Speaker Cruz.”

-- Refugee Admissions for Fiscal Year 2014


In accordance with section 207 of the Immigration and Nationality Act (the "Act") (8 U.S.C. 1157), as amended, and after appropriate consultations with the Congress, I hereby make the following determinations and authorize the following actions:


The admission of up to 70,000 refugees to the United States during fiscal year (FY) 2014 is justified by humanitarian concerns or is otherwise in the national interest; provided that this number shall be understood as including persons admitted to the United States during FY 2014 with Federal refugee resettlement assistance under the Amerasian immigrant admissions program, as provided below.

The 70,000 admissions numbers shall be allocated among refugees of special humanitarian concern to the United States in accordance with the following regional allocations; provided that the number of admissions allocated to the East Asia region shall include persons admitted to the United States during FY 2014 with Federal refugee resettlement assistance under section 584 of the Foreign Operations, Export Financing, and Related Programs Appropriations Act of 1988, as contained in section 101(e) of Public Law 100-202 (Amerasian immigrants and their family members):

The 2,000 unallocated refugee numbers shall be allocated to regional ceilings, as needed. Upon providing notification to the Judiciary Committees of the Congress, you are hereby authorized to use unallocated admissions in regions where the need for additional admissions arises.

Texas Rep. Joaquín Castro on Monday said Gov. Rick Perry is “militarizing our border” with his decision to deploy state National Guard troops there.


“We should be sending the Red Cross to the border not the National Guard to deal with this humanitarian crisis,” the Democratic congressman said in an email. “The children fleeing violence in Central America are seeking out Border Patrol agents. They are not trying to evade them. Why send soldiers to confront these kids?”

“Militarizing our border is the wrong response to the arrival of children,” Castro continued. “I remain hopeful that our state can provide a more helpful response than to send armed soldiers to greet children seeking refuge from violence.”


 Democratic state Sen. Juan “Chuy” Hinojosa also criticized the governor’s decision, saying it was a political decision and not about fixing the issue.

WHAT TO EXPECT FROM "THE BEAST" --


 Migrants arrive at a rest stop in Ixtepec, Mexico, after a 15-hour ride atop a freight train headed north toward the U.S. border on Aug. 4. Thousands of migrants ride atop the trains, known as La Bestia, or The Beast, during their long and perilous journey through Mexico to the U.S.


Most of those making this 1,450-mile trek are not from Mexico.


"People are taking the journey because you do want a better future and you're willing to do whatever takes,"


"There are a lot of people who aren't going to make it."


 Journeys on the train can take anywhere from a week to several months, and many migrants have made this trip more than once.


From  the Mexico-Guatemala border, the trip is at least 1,000 miles to reach Brownsville, Texas. It's more than 2,000 miles to get to Tijuana.


Father Tomas Gonzalez Castillo, who runs the migrant shelter in the town of Tenosique, says the trip is very dangerous, and many of these migrants won't even make it to the border.

Some will give up. Some will get caught by the Mexican authorities and deported.

After three days, the freight train arrives in Tenosique.


This is just the beginning of the journey across Mexico. They plan to ride this train through the night and then switch lines at a rail yard in Veracruz. Their route will take them through some of the most dangerous states in Mexico, and it could be weeks before they reach the U.S. border

The White House is considering a proposal that would allow Honduran children to apply for admission to the United States as refugees or on humanitarian grounds while still in their native country.


It is one of several plans under review to deter Central American kids from making the difficult and dangerous journey to the Southwest border, White House officials said Thursday. If successful, the program could be expanded to include other volatile nations, such as Guatemala and El Salvador.

Under the plan, children fleeing dangerous street gangs plaguing cities in Honduras, or other threats, would be interviewed by U.S. immigration officials and sheltered in Honduras while their cases are considered.

DALLAS (CBSDFW.COM) – A Dallas grandmother has organized a grassroots effort to provide care packages for children caught at the border.

Cindy Cole said she was tired of seeing protests on the news and politicians arguing about immigration.


To her it seemed counter-productive.

Cole created a Facebook post asking for volunteers to help make care packages for the children caught at the border.

Cole said she had no idea how folks would respond.

“This has been strictly word of mouth,” explained Cole. “One friend to another. I thought we might get 50 boxes.”

In a few days Cole received boxes full of  products.

Cole said she was overwhelmed with donations and aid.

“I need help here because I’m stuck behind these boxes.”

Cole has begun to store supplies at a local church because she has no more room at her home.

“We can’t talk to these kids. We can’t comfort them. We can’t hug them. This is how we can do it,” said Cole

Greg Angus said the minute he saw the post on his Facebook feed he made a donation and then volunteered.

“I think a lot of people if it was their kids, their situation, wouldn’t they do the same thing,” asked Angus.

ST. PAUL, Minn. (AP) — Minnesota Republican Michele Bachmann is spending the weekend along the U.S.-Mexico border to get a firsthand look at an immigration crisis involving Central American youth.


Bachmann and Iowa Republican Rep. Steve King were scheduled to arrive in southern Texas on Friday night and leave on Monday.


According to Bachmann’s office, the members of Congress were planning stops in the Brownsville, McAllen and Laredo areas to visit with border patrol personnel and local officials.

Bachmann has been critical of Barack Obama’s handling of immigration and border security issues.


Thousands of minors, mostly from Honduras, Guatemala and El Salvador, have flooded across the U.S. border in recent months.

Obama asked Congress for $3.7 billion to fortify the border, speed up judicial proceedings and take other steps to deal with the crisis.
